Why We Built This
The February 20, 2026 Supreme Court ruling in Learning Resources,
Inc. v. Trump struck down IEEPA tariff authority, creating a fundamental
realignment of U.S. trade policy.
With Section 122 temporary tariffs expiring in July,
Tariff Rate Quotas have emerged as the primary durable
mechanism for sectoral trade management.
We recognized that this $1.2 trillion market shift would
